My response; I think that Hamilton was advocating a bailout for the wealthy. I chose this passage because I always found it to be quite funny how it is always okay to help out the rich, because it is the right thing to do for the country. However, when people who really need assistance, such as the poor, it is looked down upon. For example, the big banks that crashed the economy got their bailout, but when it was time to help homeowners that were tricked and taken advantage by the same banks, well these are people that are looking for handouts.
